The European Construction Products Regulations 2011
On the 1st July 2013, the European Construction Products Regulations 2011 (CPR) will become mandatory for FloPlast to apply CE marking to any of their products, which are covered by a manufacturing harmonised European Standard (hEN) or European Technical Assessments (ETA).
The CPR harmonises the methods of assessment and test, the means of declaration of product performance and the system of conformity assessment of construction products, but NOT national building standards. The choice of the required values for the particular intended use is left to the regulators and public/private sector procurer's at national level. However, such required values must be expressed in a consistent manner (technical language) as used in the harmonised technical specification.
CE marking enables FloPlast’s products to be placed legally on the market in any Member State. However, this does not necessarily mean that the product will be suitable for all end users in Member States.
CE marking indicates that a product is consistent with its Declaration of Performance (DoP), as made by FloPlast or its suppliers. The declaration will vary according to the particular harmonised technical specification covering the product. In general there are three ways in which information can be presented for each relevant characteristic:
- Confirmation of achievement of its minimum performance or threshold. This could be by classifying a Pass/Fail criterion or simply by being eligible to be in the standard.
- The actual performance (a declared value).
- A particular class of performance reached.
As such, decision makers (e.g. designers & specifiers) should understand the relevant performance requirements for the product. However, when CE marking is approached for FloPlast’s products, the criteria are set out in the relevant harmonised technical specification.
By making a DoP, FloPlast and its suppliers are assuming legal responsibility for the conformity of the construction product with its declared performance. The information contained within any DoP is publicly available via FloPlast’s website. www.floplast.co.uk.
DoP’s have to be provided on FloPlast’s products after the 1st July 2013 with the CE mark affixed as appropriate.
Currently, there are very few hEN’s published relating to FloPlast’s products. In due course the Annex ZA’s of all hEN’s published in response to the mandate issued under the CPD will be amended or revised to reflect any updated mandate issued under the CPR.
As and when these hEN’s are published, FloPlast shall ensure that relevant testing, either third party or in house, and or manufacturing controls as defined in the documents are implemented to the level of attestation system required. As a result of the testing, CE marking shall be applied to the product and DoP’s made publicly available on FloPlast’s website.
